Eggs on Baccharis pilularis leaf

Eggs on Baccharis pilularis leaf
Carpinteria salt marsh, Santa Barbara County, California, USA
May 14, 2016
Size: 1 mm diameter each
I noticed this cluster of eggs on the upper surface of a coyote brush (Baccharis pilularis) leaf. The individual eggs were about 1 mm in diameter. In structure they look similar to the photo of stink bug (Pentatomidae) eggs in Tracks & Signs of Insects, though those were light-colored and these are dark. I'd appreciate any ideas of what might have laid them.

Pentatomidae
Stink bug eggs come in all sorts of colors. Sometimes eggs are black because they've been parasitized, but these appear to have hatched stink bugs rather than wasps.
