Found on coyote bush Baccharis pilularis, bu it look like an acacia psyllid. Acacia longifolia was present a few hundred feet away as were various eucalyptus.

Yep
The shape of the cubital cell is the best indicator of the genus in my opinion (at least in California), and A. uncatoides is the usual culprit. A. acaciaebaileyanae is the most similar species and is supposedly just as widespread, but with rectangular, parallel sided forceps as opposed to the pyriform forceps of uncatoides.
