This is a male midge, a fly in the family Chironomidae. There are no hanging flies in Oregon:-( You can find a very interesting species of scorpionfly in Silver Falls State Park, though....

Hi.
Try looking on the understory vegetation for the males. The females are wingless or brachypterous, and I've never seen them myself. It will be a new family for Bugguide if you do find them.
