I found only 2 of these with the usual intertidal flies, and they are very bad at sitting still! I apologize for this poor image.

Legs and location
It has the swollen fore femur and trilobed fifth tarsomeres of Telmatogeton species formerly in Paraclunio. The shape of the head is different from most Orthocladiinae, and it is too far south.
