This small fly flew in a hovering motion, almost completely stationary at times.

Female - Bee Fly
I think that this is a female in the genus Aphoebantus, but we probably don't have this one's species page yet. They generally have these long, cone-shaped abdomens and the wing veins seem to match.
This genus is very dimorphic, with males having eyes meeting at the top of the head and females with a wide eye-gap.
