The best I can come up with i
The best I can come up with is Asplenium platyneuron. This is what the key suggests it should be. My only hesitation is that it could be some ornamental fern, as it is growing near a house.

 
Interesting
That's what I suspected from the picture (based on the species I'm familiar with), but in person the fronds seemed larger than any A. platyneuron I've seen. Still seems reasonable though. I have reared a Phytoliriomyza from A. platyneuron, yet to be determined to species.

It would be great if you can determine the species. This isn't either of the known hosts of P. felti.
