This looks like Nacerdes melanura but a concrete parking garage in an office park doesn’t seem like the habitat for a beetle found near “wharf timbers between flooding and the high water level especially which were in badly decayed, well-riddled wood”

Moved from Beetles. They aren't limited to such a specific location, but anywhere there is wet wood suitable for larval development. And they do fly to lights, which might be why it was in the parking garage.

There's a pond nearby that might have a some wet branches in it but otherwise I don't know of a sizable source of wet wood for some miles around
