Not the very shiny metallic orange sometimes seen. It was dipping its tail into the water repeatedly, possibly depositing eggs.

Nice photo!
It looks to me like a female Flame Skimmer, Libellula saturata. I can't recall where Sunnyvale is, but if it's in the San Diego area then Neon Skimmer (Libellula croceipennis) is also a possibility.
