Scatopsidae?
I'm not that good on 'long-horned flies' but i think this is a minute black scavenger fly.

Probably a black fly (Simuliidae); female.

Thanks to both Keith and Matt.  The Wiki page for Scatopsidae reads, "generally similar to black flies (Simuliidae) but usually lacking the humped thorax characteristic of that family." Since the fly I photographed does have a noticeable hump to its thorax, I've moved the images to the Simuliidae page as Matt suggests.
