Pepsis mexicana
I'm almost certain this is Pepsis mexicana.

Both fore and hind wings have an apical whitish hyaline, wings are iridescent blue-green, and the antennae are wholly dark (as well as the wasp, no red).

Great pictures! This is a new species for BugGuide, I'll move them to the new guide page.

This is my favorite wasp series so far. Flash really helps with dark specimens.
