Band-winged Meadowhawk
Sympetrum semicinctum, female. And definitely teneral.

Probably a teneral
Based on the very "glossy" look of the wings, I think this is a newly emerged (teneral) dragonfly. Tenerals are sometimes hard to ID based on incomplete coloration, etc. Just based on size I would start looking amongst the amberwing and/or pennant genera.
