I'm thinking this might be a moth larva. It was concealed under some fluff on a willow catkin. Often there were 2 or more bits of fluff on a single catkin, and many catkins had fluff. I teased some apart, exposing a small green larva. I noticed several lygus bugs on the catkins, and photographed one stink bug feeding on a worm.

that shows a sawfly larva, Pontopristia sp., causing similar damage to willow catkins.
A quick online search suggests Amauronematus is a synonym for Pontopristia; Bugguide includes the former but not the latter genus.

Nice find. I'll have to keep an eye out for this critter around here this spring.
