I tried figuring this out and found nothing in the Guide for Wisconsin so I gave up and posted it. After waiting a few days without a response, I was literally in the act of trying to grind it out and your ID magically appeared. Looks like this is the only record in BugGuide for this species. Thanks!

The species has apparently not been found in the state.

Robert Dubois submitted a paper which was published in Argia 28(4), 2016, documenting this find and follow up field work. Your identification assistance was noted. That work in turn helped my brother get a small grant.

Confirmed
Robert B. DuBois at the Wisconsin DNR tells me that this is a first for Wisconsin.

DNR sent a team and found several nymphs two weeks ago so breeding population has been confirmed there.

Just went to the Wisconsin Odonata Survey site and see that they have no records. My brother has been working to preserve that parcel of land. He's going to be thrilled.
