Size: Approximately 2"
Closest match I can find is the female Flame Skimmer Libellula saturata, however the yellow stigma in my photo is unique, plus the photo seems to lack the basal amber wing stripe described for the female Flame Skimmer.

I believe
The stigma are orange in the female Flame.

We have confirmation - Female Neon Skimmer - from TAMU Stephenville.
The strong backlighting caused part of the difficulty. Comparing darker shots to the digital files at TAMU shows a match. Also, it would appear that my specimen was recently emerged. With just a few days of age the stigma and wing markings, plus the legs, thorax and abdomen, would have darkened slightly. Thanks for the feedback.
