Probably S. macrocarpae. Bucculatrix mines on oak typically start at the midrib, but what makes this clearly a Stigmella mine is the persistent circular eggshell at the beginning (on the lower leaf surface). This larva looks unwell, and hasn't progressed much since you took the photo.
