Moved
Moved from Goniozus.

Female of Laelius
Overally, it looks like a species of genus Goniozus, however, Goniozus species have not strong setae such as this specimen.
Laelius species has distinctly setae on surface of head, thorax, and basal veins of forewing.

Moved
Moved from Bethylidae.

Interesting!
I have been fooled by this one! Thanks for the correction. I didn't even notice the stinger - thanks also for pointing that out.
Moved from parasitic Apocrita.

Winged Bethylid Wasp
Seemingly a female as the small "bristle" protruding from apex of the gaster could well be the stinger. BTW, Bethylids are Aculeate Apocritans and do not belong to the Parasitic(Terebrantia)group.
