Seen about 30 min. after sunrise hovering. An hour later could not be found. I have seen these before in the RGV of Texas where they could only be netted in the first 30 minutes after daylight. Even then were extremely hard to net. Shortly afterward they were gone. Sorry for the poor photo but the light was not good and I had to do a lot of editing to get even this good.

Tabanidae?
This looks suspiciously like a male tabanid to me, especially from the size of the head and eyes. Male tabanids do hover, often at dawn or dusk.
