Common or Sweetflag
I think this view is good enough to say either Common/Northern (disjunctus) or Sweetflag (forcipatus). Can't quite make out enough detail to to separate them, but I'd lean towards disjunctus.

 
I agree with Northern Spreadwing,
Lestes disjunctus, based on the shape of the appendages. Also, I'm not sure that Sweetflag Spreadwing is found in northwestern Minnesota. It is in northeastern Minnesota, but western Minnesota has different habitat.
