Ps. longipalpus indeed
Yes, Ps. horrida differ from longipalpus by not only palp length (a little subjective here), but by white caps on the knees. Ps. longipalpus have dark knees like we see here.

Psorophora...
I strongly suspect Ps. longipalpus considering the palpi are super long even for a male mosquito, as well as overall patterning, but I don't have enough experience with Ps. horrida/longipalpus to be positive.
