10:00 am a wasp like insect with a long ovipositor (4-5") flew past my head and landed on a dead snag. Moved closer and saw 15-20 individual on the bottom 10' of the trunk.

Yes…
Ovipositing females. Beetle larvae have apparently infested this dead or dying tree, which these females are here to exploit.
