Black and yellowish fly - Hybomitra

Black and yellowish fly - Hybomitra
Trail from Santa Barbara Campground (east of PeƱasco), Taos County, New Mexico, USA
June 17, 2016
Size: Big fly
Flying and hovering maybe 20 cm above trail—bare ground with a very small rill and horse manure, in lush spruce-fir-aspen forest, around 2700 m elevation. This was an extremely lucky shot, but maybe not identifiable.

I'm not even sure whether it's a fly, but the feeling I'm getting is Syrphidae.

Thanks.
I just moved it to Diptera, but it sure looks like that picture and some others in Hybomitra, and it doesn't look like any of the guide's species in Tabanus. Too bad I didn't get a better picture. On the other hand, good thing it wasn't interested in biting me or my companion.

Incidentally, it kept facing the same way, more or less north, I think. I have other shots of it, all blurrier or smaller or both, all at exactly the same angle.
