Bee on Circium ochrocentrum - Halictus ligatus - female

Bee on Circium ochrocentrum - Halictus ligatus - Female
Rabbit Mountain Open Space, Boulder County, Colorado, USA
June 13, 2016
Size: BL ~ 9 mm
Seen at Rabbit Mountain Open Space, elevation ~5500' elevation on Circium ochrocentrum, a native thistle. A puzzler bee. Looks like it should have a third submarginal cell, but when blown up, I can see no line. Antenna seem low on face. Lots os pollen on leg. Abdomen has a few hairs along tergite edges and some red. I will post two more images. Any help with its ID will be much appreciated.
