Fishfly, likely Neohermes
It is a "fishfly", i.e., a member of the family Corydalidae that is not a Dobsonfly. It could be a Neohermes, of which there are supposed to be two species in California.

There are some other similar genera in the west with which I am not familiar--Protochauliodes close to it in Arnett's (1) key, it is supposed to have filiform (thread-like) antennae. This one appears to have beaded (moniliform) antennae, consistent with Neohermes. The spotting on the wing looks similar to that genus as well:
