I thought this might be a baskettail, but then I noticed that the eye color on baskettails is blue, and not brown. Does anyone know what kind of dragonfly this is?

Phil, I think your baskettail
Phil, I think your baskettail is a female, either Beaverpond Baskettail or Spiny Baskettail. Female baskettails eyes typically don't show the blue of the males. It's hard to say which species without other angles showing the appendages or the top of the face better.

 
Baskettail
This is an immature female. I think this is a Spiny baskettail (Epitheca spinigera). The black fringe behind the eyes seems to be a good criteria to distinguish this specie from Beaverpond baskettail (Epitheca canis). E. canis fringes are yellow. This is a criteria I use frequently while atlassing dragonflies in my area.
