Hi, John. You were right that the long 3rd antennal segment suggests subgenus Pachyconops...though the subgenus Gyroconops also has 3rd antennal segment at least 2/3 the length of the second.

However, wing infuscation (i.e. no interruption of infuscation near apex, hyaline 2nd basal cell) and the longer proboscis rule out P. sylvosus, the sole nearctic member of Gyroconops.

And the lack of a conspicous and well-defined pleural pollinose stripe extending all the way to the upper edge of the notum excludes brachyrhynchus and excisus. Given the overall black gestalt here, that leaves bulbirostris, which is consistent with all visible characters here...especially the black marking on the cheek here (though a view from above, showing the top of the thorax and the frons would help solidify the ID).

And yes, the female of bulbirostris is known to have a large theca, as seen here.
