I'm not a western expert so I'm struggling with this specimen.
The dark image makes an ID difficult. The dark ground color favors Small but when I lighten the image the PM line appears to have a single high point rather than two projections as in Small. There may be some reddish hue on the forewing which would favor Mead's but I'm not certain. Variation in these species makes this a tough call.
