Gall on prairie sage

Some of the prairie sage (A. ludoviciana) plants in a sand prairie remnant had these galls on them. A similar gall (with the same irregular discolored hole) is present on prairie sage along the bike trail here in Decorah, IA, and when I opened one of the Iowa galls, there was a lep inside -- so I'm posting this under Lepidoptera for now.
I wonder...could it be the larva of this moth MJ inadvertently reared?
