wasp carrying orbweaver spider along a recently mowed walking path. She ran/flew along for about 2 meters. Then the spider appeared to have gotten caught on something. She pulled and tugged, but then noticed me and flew off.

Female - Spider Wasp
With the wing spots, the mostly-red femora and tibia on the hind legs and front of the abdomen, I believe that this is a female Caliadurgus fasciatellus.
