Acrocerid- a Small-headed Fly.
Like the one pictured below:


 
Right family (but the genus here is not Turbopsebius)
Turbopsebius has pilose eyes and antennae at the top of the head...while the eyes here are bare and the antennae are near the bottom of the head (and exceedingly inconspicuous, as is typical in Ogcodes).
