Spilomyia longicornis
I did a little more research and believe this may be Spilomyia longicornis, but not certain.

 
No, unfortunately - S. longic
No, unfortunately - S. longicornis doesn't have the bands on the abdomen interrupted in the middle as in this fly. To get a further ID I'd need a side shot of the thorax - it's one of S. liturata/foxleei/interrupta/citima.
