Tarnished Plant Bug? or Lygus sp.? - Orthops scutellatus

At first, I thought a tarnished plant bug, but this has a bright solid green "heart shape" on its back which looks similar to a nettle bug, but they are not normally found in US. Any other possibilities? There is a nettle plant in this area, but this bug was found on bronzed fennel leaves.
