She's ovipositing in the flower head

Note how the sharply tapered posterior portion of the abdomen is being thrust into the interior of a flower bud here.

You can see the same behavior in a number of BugGuide posts of female Rhipiphorus...seems rhipiphorids are most commonly encountered by running into ovipositing females. You can find out more about their life history on the genus info page.
