Size: About 3/4 to 1 inch.
This was found up high on a spire, like on top of a church, and I don't see them at ground level. I have seen several of them. They don't move when you get close to them. My boss has been working at this place for 25 years and he has never seen a bug like this.

These lay eggs in wasp nests, and maggots eat wasp larvae and/or food for wasp larvae.
