Is the weird eye color pattern indicative of a male, because the female that's already in the guide has normal eyes?

 
not the pattern
but the fact that the eyes touch in the mid-line of the face. In many (posibly most) flies and all tabanids the male eyes touch as in your image; in females there is a wide gap, the frons, in the mid-line of the face between the eyes.
