That is, newly emerged, based on the pale coloration of the body and the appearance of the wings (shinier than in non-tenerals).

Teneral damselflies are hard to identify to species, as a general rule. I would probably rule out the genus Argia, whose members tend to hold their wings more above the abdomen, rather than directly alongside it as here.
