It has all the markings of a leaf-cutter bee, but that pointed abdomen is obviously different.
The orange flowers are butterfly weed (asclepsias), and they do attract a lot of insects.

Parasitic Leaf-cutting Bee - Coelioxys
Sharply pointed last gastral segment is the hallmark for the female gender of these close relatives - and intimates enemies - of true leaf-cutting bees. Here a fairly small species, who should parasitize small Megachile species too. These orange flowers really seem to be a gold-mine.
