This is likely P. pedestris but there are some rarer species that look very similar (e.g. Stenodynerus krombeini). However, this is clearly the most common species in the area.

Small Mason Wasp (Eumeninae) - female
Although a faint carina seems to be visible on 1st urotergite, I feel uneasy to attribute a genus to this elegant Eumeninae. Mr Buck's expertise is needed.
