From what I can see, the cost
From what I can see, the costal cell is bare, so this would be Melangyna umbellatarum. (if I'm wrong, then M. labiatarum)

 
Flower
Is the name umbellatarum related to Umbelliferae, i.e. does finding this fly on Umbelliferae make it more likely to be umbellatarum?

(Is this Umbelliferae? I'm not good with flowers.)

 
I honestly haven't the foggie
I honestly haven't the foggiest. This doesn't quite look like Umbelliferae to me - the fake flower petals seem off - but I'm not quite sure. Unfortunately (but completely understandably!) Vockeroth doesn't address the etymologies of names in the 1992 book. Certainly I can't see what umbel-like features would be on this fly in particular - but whether it'd be on Umbelliferae is a very interesting question!

mmm - if you go way back, the species name first shows up in Fabricius 1794, so that may be a source to check if we really want to dig deep.

 
The flower looks like Achillea millefolium
-- actually in the Asteraceae, though it does superficially resemble some of the Umbelliferae/Apiaceae.
