I think this is an Isodontia wasp, however, the back legs are tan-orange and the rest black. I found this wasp in a thicket of partridge pea in my backyard prairie restoration.

Male - Brown-legged Grass-carrier Wasp
Here is one with similar dark patches on his hind tibia and the other legs are also very dark. (eastern range) 11 flagellomeres and 7 abdominal segments = ♂
