Male - Thread-waisted Wasp
The eyes of the male wasps in the genus Astata are large and almost meet at the top of the head. This looks like a male Isodontia mexicana, but please wait for an expert. (eastern range) A first for your state, congrats!

 
it does look like a lot like Isodontia
except the petiole seems too short

could be my imagination though
