Stigmella, yes
There are several undescribed species on willow, some only known from larvae/barcodes, so these are always worth collecting if you find occupied ones. Are all of these mines on the upper leaf surface?

I believe these are all upper-surface mines. I can send them if you like. I am pretty sure they were empty, but I could be wrong.
