You´re right this is a leafbeetle. It is in the subfamily Galerucinae; I think in the genus Ophraella. There are two species in California: O. communa and O. californiana

This is O. californiana. The
This is O. californiana. The combination of having a short supplimentary vitta, noticeably shiny elytra and distinctly coarse elytral punctures are distinct. The host is listed as wormwood, Artemisia douglasiana.
