Not Tachinid
They generally have spikey abdomens. This looks like a Muscid, likely a tiger fly:

I agree with Muscidae, probably Coenosia. Nice picture.

 
Probably C. tigrina group
If this is Coenosia, the hairs on the hind tibia put it in the C. tigrina group.
