I suppose that I didn't pay enough attention and this could be a very strange looking beetle but I am sticking with hymenoptera. I have seen another since but didn't pay attention then either. How useless I am sometimes.

Excellent. Thanks! so far I have only seen them on an exotic willow species and a Mountain Ash. But they truly just seemed to be resting on the leaves.
