Definitely Diptera. Possibly Nymphomyiidae. If it is, that's a great find. No adults are yet in bugguide.

I figured they had to be in Nematocera but I couldn't think of anything. I've never heard of them but it looks right to me based on a quick search.

Might actually be Neostenoptera appalachiensis or something similar. See the bugguide images of this species for comparison...

 
confirmed Neostenoptera appalachiensis
John Plakidas, one of the authors who described this species, confirmed that these are Neostenoptera appalachiensis. He says that "Nymphomyiids have denser and coarse wing setae along the wing fringe and their antennae are shorter."
