First I thought it would be the Apple Psyllid like I found before , but this one has black eyes , I do have a big apple tree poplar trees and birch in the yard

Apple Psyllid Cacopsylla mali
note the long divergent genal cones, black antennae tips and uniformly green coloration. In the autumn these psyllids will begin to develop a deep dark reddish-brown coloration, so keep an eye out for that.
