Male - Tachytes sp.
The orange coloring of the base of the wings and other features make this look like a male
Tachytes distinctus
. (widespread range) If confirmed, a first for your state, congrats! 11 flagellomeres and 7 abdominal segments = ♂

Fantasic!
He has light colored mandibles, just like I suspected. Also, you can see that the ventral surface of the hind femora do not have any long hairs. Those are a few of the important qualities for his sub-genus grouping. Nice shooting!
