Just a thought ...
Dactylomyia
is the only ones I can think of with completely yellow legs, and no spines. A specialist will know for sure. BTW this is a male.

Wings
Sciapodinae and most Diaphorinae perch with wings spread. Most other Dolichopodidae perch with wings overlapping.
