Butterfly was in a large colony of Phragmites. I don't think it'a Broad Winged Skipper.

You are correct about locale since location favors
Dion skipper which is very similar with a yellow band thru the cell of ventral hindwing but not extending to basal area. Also the wings are not as rounded as with Dukes's and the ground color is orange to reddish brown. A dark Dion can be very similar to Dukes's. I considered that the light band of this specimen covered from the tip to the basal area of the hindwing yet this may be debatable.
