Male - Dasymutilla vesta
Nice shooting! This might be a male Dasymutilla vesta, which has been reported from your state. (widespread range) Let's see what the experts say.
Here's one from Utah, courting a female of another species: ♂♀ Those images are placed in her species page, Sphaeropthalma marpesia, but they are not related or associated in any way, as far as I know.
